LONDON—Vodafone Group PLC is scrapping an effort to merge its Greek operations with another mobile provider in the debt-laden country amid concerns that European regulators wouldn't approve the proposed tie-up.
Vodafone said Monday that it had terminated discussions with Largo Ltd., which owns Wind Hellas, Greece's third-biggest mobile operator. The U.K.-based mobile operator made the talks public last August.
